Taxpayer-funded officials gave John Swinney a list of points to praise the former health secretary, Michael Matheson, after he was forced to quit over an £11,000 roaming bill on his parliamentary iPad.
Civil servants produced a briefing note for the first minister before a bruising session at Holyrood where he was questioned about Matheson’s resignation.
The Falkirk West MSP, who was a close political ally of Swinney, was found guilty after a parliamentary inquiry of two breaches of expenses rules after he provided false information to justify the bill.
He quit the government after acknowledging that his children used the device to stream football matches while they were on holiday in Morocco after Christmas in 2022. Matheson was barred from Holyrood for 27 sitting days
